Why Toronto homeowners are converting bungalows

Toronto's housing market has made a particular financial logic very compelling: it is often cheaper to double the square footage of an existing bungalow than to buy a larger home in the same neighbourhood. When you account for land transfer tax, real estate commissions, moving costs, and the premium that larger homes command on a per-square-foot basis, converting a bungalow to a two-storey house frequently pencils out at a significant savings — and you keep the lot, the neighbourhood, and the basement you already have.

That logic is strongest in the inner suburbs — North York, Etobicoke, Scarborough, East York — where post-war bungalows sit on lots generous enough to support a full second floor without triggering variance issues, and where the gap between a 1,000 sq ft bungalow and a 2,000 sq ft two-storey can be half a million dollars or more on the open market.

Is your bungalow a good candidate?

Not every bungalow converts equally. Before you invest in design drawings and permit applications, there are a few factors worth evaluating.

Foundation condition

A second storey adds significant dead load to the existing structure. The foundation needs to be in sound condition to carry that load without remediation. On projects where we find cracked or heaving foundations, addressing the foundation before adding a floor above can add $30,000–$80,000 to the project cost. This is not common, but it happens often enough that a structural engineer's assessment of the existing foundation is a worthwhile early investment — typically $1,500–$3,000 and well worth the information it provides before you commit.

Existing wall framing capacity

Bungalows built in the 1950s and 1960s were typically framed with 2x4 exterior walls on 16-inch centres — adequate for a single storey, but not always sufficient for carrying a second floor without reinforcement. Your structural engineer will assess whether the existing walls can accept the additional load or whether blocking, doubling up, or replacing studs is required. In most Toronto bungalows we have worked on, the framing is serviceable, but upgrades are common.

Lot coverage and zoning

Adding a second storey increases the gross floor area (GFA) of your home but does not change its footprint. In most Toronto residential zones, this means you are not adding to your lot coverage percentage — which is the metric that tends to trigger Committee of Adjustment hearings. That said, the new GFA must comply with the density provisions in your zoning by-law. In most R2 and R3 zones across the pre-amalgamation city, a second-storey addition on a bungalow is a permitted use. Your designer or architect will confirm this during the drawing stage.

What the conversion will require

In all cases, a bungalow-to-two-storey conversion involves:

  • Removing the existing roof structure entirely (rafters, ridge board, sheathing, and roofing)
  • Constructing a new second-floor platform with engineered floor joists
  • Framing new exterior walls for the second storey
  • Installing new roof structure — typically engineered trusses or site-framed rafters
  • Running new electrical, plumbing, and HVAC to serve the second floor
  • Finishing the second floor with drywall, flooring, trim, doors, and fixtures
  • Constructing an interior staircase where none exists, or relocating an existing one

It is a large project. The scope is closer to building half a new house than to a conventional renovation.

Key insight: One of the most common misconceptions we encounter is that a second-storey addition is less disruptive than it is. Removing the roof and opening the house to the elements requires a detailed weather protection plan and careful sequencing. Clients typically need to vacate the home for a period of 4–8 weeks during the most disruptive phase, even if they plan to live on-site before and after.

The permit process in Toronto

A bungalow-to-two-storey conversion requires a building permit from the City of Toronto Building Division. There is no scenario where this work can be done legally without one, and there are no legitimate shortcuts. Any contractor who suggests otherwise is exposing you to serious liability.

What the permit application requires

A complete permit application for a second-storey addition in Toronto must include:

  • Architectural drawings stamped by an Ontario-registered architect or designer, showing all floor plans, elevations, cross-sections, and construction details
  • Structural drawings and calculations stamped by a licensed professional engineer (P.Eng.), covering the second-floor framing, beam sizing, connections, and load path down to the foundation
  • Site plan showing the existing and proposed footprint, setbacks, and lot coverage
  • HVAC, plumbing, and electrical plans if those systems are materially altered (common in this scope of work)
  • Zoning compliance review confirming the project meets the applicable by-law

The City of Toronto targets a 20-business-day review period for complete residential permit applications, though complex applications or those requiring zoning review can take longer. In practice, budget 6–10 weeks from submission to permit issuance for a well-prepared application. Working with a designer who has a track record with the City reduces the risk of back-and-forth that extends this timeline.

Required inspections during construction include framing, insulation, mechanical rough-in, and final occupancy. Your contractor pulls the permit in their own name and manages the inspection schedule — you should never be the permit holder on a project of this scope.

The total cost of converting a bungalow to a two-storey home in Toronto in 2026 ranges from approximately $350,000 to $600,000 for a full conversion on a typical post-war bungalow of 900–1,200 sq ft. For context, a comparable two-storey home in North York, Etobicoke, or East York typically trades in the $1.1–$1.5 million range as of mid-2026. The conversion math is compelling for homeowners who intend to stay in the neighbourhood for a decade or more.

Project timeline: what to expect

A realistic timeline from first consultation to project completion looks like this:

  • Design and engineering (8–14 weeks): Concept development, permit drawings, structural calculations, and coordination with the homeowner on layout and finishes. This phase cannot be rushed if the drawings are going to be thorough enough to prevent costly field changes.
  • Permit application and review (6–10 weeks): Submission to the City of Toronto Building Division. Your contractor manages the submission and responds to any deficiency notices during this period.
  • Pre-construction preparation (2–4 weeks): Finalizing material selections, ordering long-lead items (windows, engineered lumber, trusses), and mobilizing trades. This happens while the permit is being reviewed.
  • Structural phase — roof removal through new roof closed in (4–8 weeks): The most intensive and weather-dependent phase. The existing roof comes off, the second-floor platform goes down, exterior walls go up, and the new roof structure is installed and sheathed. The home is weather-tight again at the end of this phase.
  • Rough-in mechanicals and inspections (4–6 weeks): Electrical, plumbing, and HVAC are roughed in and inspected before walls are closed.
  • Insulation, drywall, and finishes (8–14 weeks): Interior finishing proceeds from insulation through drywall, flooring, trim, painting, and fixture installation.
  • Final inspections and deficiency period (2–4 weeks): City final inspection, contractor walkthrough, deficiency list, and occupancy.

Total realistic timeline: 10–14 months from first consultation to occupancy. Projects that try to compress this timeline by rushing design or skipping proper sequencing almost always spend more time and money correcting problems later. A well-managed project on a 12-month schedule is the norm for this scope of work.

On living through the project: Most clients live on-site before and after the structural phase, but vacate for 4–8 weeks while the roof is off and the house is most disruptive. We build that occupancy planning into the schedule from the start — including coordinating temporary accommodation timing with the structural milestone, not with an arbitrary calendar date that gets moved.

What the structural work actually involves

Of everything that happens on this project, the structural phase is what surprises homeowners most — both in its scale and in how quickly it moves when planned correctly.

Removing the existing roof

On a conventional Toronto bungalow, the roof structure is site-framed with dimensional lumber rafters and a ridge board. Occasionally we find cathedral ceilings with structural ridge beams, which requires different demolition sequencing. The roofing and sheathing come off first, then the rafters are removed bay by bay. Any ceiling joists that were part of the original roof structure are also removed at this stage, exposing the top plates of the first-floor exterior walls.

Weather protection goes up before the roof comes off: reinforced polyethylene sheeting tensioned over a temporary support structure. This is not the place to cut corners. Water intrusion during the structural phase causes damage that is expensive and time-consuming to remediate, and it can delay the schedule by weeks.

The second-floor platform

Engineered floor joists (LVL or I-joists) are installed on top of the existing first-floor wall top plates, spanning between load-bearing walls or beams. The structural engineer specifies the joist size and spacing based on the span and anticipated loads. Subfloor sheathing goes down on top, creating the working platform for the second floor. This is also when any steel beams required to open up the second-floor plan are installed.

Second-floor framing and new roof

Exterior wall framing for the second floor is typically 2x6 on 16-inch centres, which provides adequate depth for code-compliant insulation. Window and door rough openings are framed in at this stage. The new roof structure — most commonly factory-built engineered trusses, which are faster and more dimensionally consistent than site-framed rafters — is craned into place and sheathed. Peel-and-stick ice-and-water shield is applied before shingles, completing the weather-tight envelope.

Mechanical upgrades: what changes and why

Adding a second floor almost always triggers mechanical system upgrades that homeowners do not always anticipate. These are worth understanding upfront because they affect the budget and the livability of the finished home.

  • HVAC: Most bungalow furnaces and air conditioning units were sized for a single-storey home. Doubling the conditioned square footage typically requires either replacing the system with larger equipment or adding a second zone. A heat pump system is increasingly common on these projects for its dual heating/cooling function and its performance under Ontario's tightening energy code requirements.
  • Electrical panel: Post-war bungalows frequently have 100-amp service, which is inadequate for a two-storey home with modern electrical loads. Upgrading to 200-amp service is standard on these projects and is typically required by the electrical permit. Budget $3,500–$6,000 for the panel upgrade alone, plus coordination with Toronto Hydro for the service upgrade.
  • Plumbing: If you are adding bathrooms on the second floor — which is the entire point of gaining the floor area — the plumbing stack needs to be extended and vented properly. In most Toronto bungalows, the main stack runs through an interior wall in a location that accommodates a second-floor rough-in without rerouting, but this should be confirmed during design.
  • Ventilation: Ontario's building code requires whole-house mechanical ventilation (typically an HRV) in new construction and in substantial renovation projects. If your existing bungalow does not have an HRV, this project will require one. Budget $4,000–$7,000 installed for a properly ducted HRV system.

Choosing the right contractor for this project

A bungalow-to-two-storey conversion is not an appropriate project for a contractor whose primary experience is kitchen and bathroom renovations, regardless of how impressive their work looks on Instagram. The structural complexity, the permitting process, the coordination of multiple trades over a 6–9 month construction period, and the experience of managing the weather-exposure window all require a general contractor with documented experience in residential structural additions.

When evaluating contractors for this scope, the questions that matter most are:

  • How many second-storey additions have you completed in Toronto, and can I speak with those clients? Ask for two or three references from similar projects, and call them. Ask specifically about how the weather-protection phase was managed and whether the structural phase came in on schedule.
  • Who is your structural engineer, and do you have an established working relationship? The contractor and structural engineer need to communicate fluidly throughout design and construction. A contractor who uses whoever is cheapest on a given project is a risk; one who has a trusted engineer they have worked with across multiple projects is not.
  • What is your process for managing the permit application? A contractor who does not pull their own permits, or who is vague about the submission and inspection process, is not the right choice for this project.
  • What does your change order process look like? On a project this size, changes will occur. How they are documented, priced, and approved matters enormously to the final cost. Ask to see a sample change order from a past project.

Is a bungalow conversion worth it?

For the right homeowner in the right neighbourhood, yes — unambiguously. The conditions that make it work are: a bungalow in a location where larger homes command a significant premium, a homeowner who intends to stay for at least five to ten years, a house in sound structural condition, and a realistic budget that includes adequate contingency.

For homeowners who are considering selling within a few years, the calculation is more nuanced. Renovation projects of this scale typically recover 70–85% of cost at resale in Toronto's current market — meaning you capture meaningful equity, but you are not converting dollar-for-dollar. The longer your horizon and the more you value living in a larger home in your chosen neighbourhood, the more compelling the math becomes.
