A contractor’s breakdown of the housing eras, hidden surprises, permit requirements, and realistic budgets for one of Toronto’s most renovated neighbourhoods.

Why Forest Hill is its own renovation category

Forest Hill sits in a narrow band of Toronto real estate where almost every home is worth renovating and almost every home presents complications the owner did not expect. The neighbourhood runs roughly from Eglinton Avenue West north to Lawrence Avenue, between Bathurst Street and Allen Road, and it has one of the most diverse housing stocks in the city compressed into a relatively small area. You have English Tudor estates from the 1920s on large lots, interwar centre-hall plans from the 1930s and 1940s, postwar brick colonials from the 1950s, and a smaller number of mid-century moderns and infill builds from subsequent decades.

What all of them share is age. The youngest of the original Forest Hill housing stock is now more than 60 years old. That age creates complexity: knob-and-tube wiring, galvanized steel plumbing, double-brick or hollow-tile walls that complicate insulation, basements with low headroom and stone rubble foundations, and load-bearing walls in unexpected locations that frustrate open-concept plans. None of these are reasons not to renovate. They are reasons to understand what you are getting into before you start spending money.

We have been renovating Forest Hill homes since the early 2000s. This guide reflects what we have encountered across that body of work — what surprises clients, what drives cost, and what a realistic renovation budget looks like at current (2026) pricing.

The housing eras and what they mean

1920s – 1930s: the estate-era homes

The oldest Forest Hill homes were built during the neighbourhood’s original development as a wealthy residential enclave. These are typically large, formal houses: three to four storeys, elaborate millwork, plaster walls over wood lath, single-pane leaded-glass windows, and mechanical systems that have been patched and modified across a century of ownership. Many of these homes have had significant previous renovation work, which can be either a help or a problem depending on the quality of whoever did it.

The defining characteristic of this era is mass. These homes were built with generous proportions: high ceilings, deep floor plans, large rooms. That creates opportunity — there is volume to work with — but it also means that a full mechanical and envelope upgrade covers a lot of square footage. Heating a 5,000-square-foot home from the 1920s efficiently requires a serious mechanical overhaul, not just a furnace swap.

Common issues we encounter in estate-era Forest Hill homes:

  • Plaster over lath walls and ceilings: Plaster can be preserved with careful work, but any significant moisture history or previous settlement cracking often means it needs to come down. Replacing it with drywall adds up quickly when you are dealing with 10–12 foot ceilings across a large floor plate.
  • Multiple layers of mechanical upgrades: It is not unusual to find three generations of electrical work in a wall: original knob-and-tube, a 1960s partial upgrade, and a 1990s partial upgrade. The house may technically have a 200-amp panel, but the branch circuits may be a mix of wiring types and standards that require a full rewire.
  • Stone or rubble foundations: The oldest homes were built on fieldstone or rubble-mortar foundations that were not waterproofed in any modern sense. Basement underpinning is frequently needed to achieve liveable ceiling height, and waterproofing is non-negotiable before finishing the space.
  • Heritage designation or conservation considerations: Some estate-era Forest Hill homes carry heritage attributes under City of Toronto designations. Even where formal designation does not apply, the neighbourhood attracts scrutiny of exterior alterations. Know before you design.

1940s – 1950s: the interwar and postwar centre-halls

The largest volume of Forest Hill housing stock dates from the 1940s and 1950s, when the neighbourhood filled in with more standardized residential construction. These are typically two-storey, three-to-four bedroom centre-hall plans in brick, usually on 50–60 foot lots. They are more tractable to renovate than the estate-era homes but still come with age-related complications.

Structurally, these homes are generally sound. The issue is that the mechanical systems — electrical, plumbing, HVAC — are at or past the end of their serviceable life. Galvanized steel supply pipes have typically corroded to reduced diameter and often show pinhole leaks at joints. The original electrical service was sized for a world without dishwashers, air conditioning, or electric vehicle chargers. And the original insulation — where it exists at all — is inadequate by current standards.

These homes also present a common structural constraint: the main-floor layout is organized around a centre bearing wall, and the kitchen at the rear is frequently undersized relative to how clients want to use it. Opening the kitchen to the family room or dining room means engineering around that bearing wall, which is routine but adds cost and design lead time.

1960s – 1970s: the postwar moderns and infill

A smaller cohort of Forest Hill homes date from the 1960s and 1970s, including some mid-century modern designs and early infill builds on subdivided lots. These homes have a different set of renovation considerations. The structural systems are often more straightforward, and the electrical and plumbing are typically in better condition. But the design language of the era — low ceilings, small windows, compartmentalized rooms — often conflicts directly with what contemporary clients want. The renovation work tends to be more about reconfiguring the floorplan and increasing light than about replacing systems.

Aluminum wiring is occasionally present in homes of this era, particularly those built between 1965 and 1973. It is not inherently dangerous if properly maintained, but it requires specific devices and connection methods and should be assessed by a licensed electrician before any renovation work proceeds.

Common surprises and how to budget for them

In any renovation of a Forest Hill home, the scope you start with and the scope you finish with are rarely identical. Older homes conceal conditions that only become visible once walls are opened and floors are lifted. After 25 years of this work, the surprises are more predictable than clients expect — which means they can be budgeted for, even if the exact amount is not known upfront.

The hidden scope rule: On any Forest Hill renovation involving demolition of finishes, we recommend building a contingency of 15–20% of construction cost into your budget from day one. This is not pessimism — it is the average across the projects we have completed in the neighbourhood. Clients who budget with a contingency almost always use most of it. Clients who do not budget for it end up cutting scope mid-project or going over on financing.

The most common hidden conditions we encounter, roughly in order of frequency:

  • Knob-and-tube wiring behind walls: Many Forest Hill homes had partial electrical upgrades, but the knob-and-tube in unaffected areas was left in place. Once walls are open for renovation work, it needs to be addressed. A full rewire of a 2,500-square-foot home typically runs $25,000–$45,000 depending on the scope and the number of panels.
  • Active or historic water infiltration in the basement: Older foundations leak. The history of infiltration is not always visible in a home inspection, particularly if the sellers dried out the space before listing. Once we are demolishing a finished basement, we frequently find evidence of previous water events: staining on the block or brick, efflorescence on the concrete, deteriorated framing at the slab perimeter.
  • Asbestos-containing materials: Homes built before 1980 often contain asbestos in floor tiles, pipe insulation, ceiling stipple (popcorn), and duct wrap. It is not a renovation-stopper, but it requires abatement by a licensed contractor before the materials are disturbed. Abatement for a moderate scope of work typically runs $5,000–$15,000.
  • Undersized or deteriorated ductwork: Older forced-air systems were sized for the original furnace capacity and the original insulation values. Adding a second-floor air conditioning system or upgrading to a higher-efficiency furnace frequently reveals that the duct system cannot handle the revised airflow. Sheet metal work throughout a full home costs $15,000–$30,000 to replace properly.
  • Lead paint on original millwork and trim: Present in virtually all homes built before 1978. Requires encapsulation or removal depending on the renovation approach, and special disposal handling.

Permits and the City of Toronto

Forest Hill falls within the City of Toronto’s jurisdiction, which means projects of meaningful scope require permits through the City of Toronto Building Division. Clients sometimes ask whether permits can be avoided to save time or money. The answer is no, and the reasons go beyond compliance.

Unpermitted structural work, electrical work, and plumbing changes create real liability for owners when they sell — the work must be disclosed, and a buyer’s inspector or lawyer will typically demand either permits-in-arrears (which require opening walls for inspection) or price concessions. Unpermitted work also voids the relevant sections of your home insurance policy. And in Forest Hill specifically, where homes sell for $3–$10 million, the cost of sorting out unpermitted work at sale is never worth whatever was saved during construction.

Work that typically requires permits in Toronto:

  • Any structural changes: removing or modifying load-bearing walls, adding or enlarging openings, underpinning or lowering a basement slab
  • New or relocated plumbing: adding a bathroom, relocating a kitchen, adding a rough-in for a future fixture
  • Electrical panel upgrades, new circuits, and subpanel additions
  • HVAC changes that affect the mechanical system design
  • Additions of any kind, including rear additions, second-storey additions, and garden suites
  • Changes to the building envelope: new windows in new locations, exterior insulation systems

The permit timeline at City of Toronto Building Division for a typical Forest Hill renovation runs 6–12 weeks for a straightforward permit and 12–20 weeks or more for projects requiring zoning relief or Committee of Adjustment approval. These timelines need to be built into your project schedule, not treated as a surprise. A competent contractor will submit permit drawings before construction is ready to begin so that permit approval and construction start align as closely as possible.

On Forest Hill Village zoning: Forest Hill is subject to the City of Toronto’s Residential Zone bylaws, and many lots are governed by specific neighbourhood policies that limit rear yard coverage, building height, and lot coverage ratios. If you are planning an addition, a rear coach house, or a significant footprint change, a zoning review before you invest in design drawings is time well spent. Realistic cost ranges for Forest Hill renovations

Forest Hill renovation budgets are higher than the Toronto average for two reasons: the homes are larger, and the quality expectations of the neighbourhood demand materials and finishes that cost more to supply and install. A kitchen renovation that would cost $90,000 in a 1960s North York bungalow will typically cost $150,000–$250,000 in a Forest Hill centre-hall plan, because the kitchen is larger, the millwork is more elaborate, and the appliance package is different.

What drives cost variation within these ranges

The spread within each range is not arbitrary. The primary drivers of where a project lands are:

  • Site conditions discovered during demolition: A basement project that finds extensive water damage, active leaks, or deteriorated structural members at demo will cost more than one that opens cleanly. This is the contingency conversation again.
  • Material and finish level: Stone tile from an Italian supplier installed by an artisan tiler costs more than a comparable porcelain tile from a domestic distributor. Both are reasonable choices, but the difference on a large bathroom can easily be $30,000–$50,000 in materials and labour combined.
  • Millwork complexity: Forest Hill homes are known for elaborate built-ins, panelling, coffered ceilings, and custom cabinetry. A kitchen with inset cabinetry, integrated appliances, and a painted finish costs meaningfully more than the same footprint with overlay doors and a stain finish.
  • Mechanical scope: A project that replaces plumbing, wiring, HVAC, and insulation simultaneously during a renovation is more cost-efficient per trade than one that treats each system separately, but the total spend is higher in the year it is done.

Working with existing architecture versus starting fresh

One of the recurring decisions in Forest Hill renovation is how much of the existing house to preserve versus how much to replace. It is a genuine question, not a rhetorical one, and the right answer depends on the condition of what is there, the cost to preserve it, and the design goals of the client.

The case for preserving:

  • Original millwork, plaster mouldings, hardwood floors, and architectural details in good condition cannot be replicated at any reasonable cost. A set of original 1930s casement windows with leaded glass inserts, properly weather-stripped and restored, is something a reproduction cannot match. Preservation protects what makes the house distinctive.
  • Heritage and neighbourhood character considerations can make wholesale replacement of exterior elements difficult or impossible to permit, regardless of what the owner wants.
  • Structural elements — timber framing, old-growth floor joists, massive brick walls — are often in excellent condition despite their age and provide a sound base for renovation work.

The case for replacing:

  • Mechanical systems almost never warrant preservation. Galvanized plumbing, knob-and-tube wiring, and original oil-to-gas converted furnaces have reached the end of their service life regardless of current function. Replacing them during a renovation when walls are already open is always more cost-efficient than replacing them later.
  • Plaster that has been compromised by moisture, settlement cracking, or previous poor repairs is often more expensive to patch properly than to replace with drywall. The same is true of subfloor systems with extensive deflection or squeaking.
  • Windows are a perennial debate. Original single-pane windows are thermally poor, but a quality wood replacement window that matches the profile of the original is a defensible choice for energy performance without compromising character. The right answer depends on the condition of the originals and the energy goals of the project.

Conclusion: know before you spend

Forest Hill is one of the most rewarding places to renovate in Toronto. The bones are good, the lot sizes are generous, and the neighbourhood context makes a well-executed renovation a sound investment. But the complexity is real, and it rewards preparation.
