In Toronto, that typically means one of three scenarios: a vacant lot sitting between two existing homes, a deep lot where the rear portion has been severed from a larger property, or a lot where a small or deteriorated house has been demolished to make way for a new build.
This is different from greenfield development, where you are building in a new subdivision on land that has never been developed. A lot that looks promising on paper may have zoning constraints, service limitations, or site conditions that significantly affect buildable area or cost. Pull the zoning for the specific property through the City of Toronto's online zoning map. Most residential infill in Toronto falls under an R, RD, or RS zone designation. Each zone specifies minimum lot frontage, minimum lot area, maximum lot coverage, maximum building height, and setback requirements from the front, rear, and side property lines. These parameters directly determine how large a home you can build and how it must sit on the lot.
In many established Toronto neighbourhoods, the zoning was written to reflect the character of the existing housing stock — which may be significantly smaller and lower than what you want to build. A lot within the existing city boundary is generally assumed to have access to water and sewer, but the capacity and condition of those services needs to be confirmed. Some older Toronto streets are served by combined sewers (storm and sanitary in the same pipe), which the city is progressively separating. If your lot requires a service upgrade as a condition of building, that cost falls to you — and it can range from $15,000 to $50,000 or more depending on the length of the service run and whether road cutting is involved.
Also confirm hydro and gas service entry points, any existing easements for utilities crossing the lot, and the location of the municipal water shutoff. These details affect both design and budget.
A geotechnical assessment is worth commissioning on any infill lot where the soil conditions are unknown. Ravine-adjacent lots, lots in low-lying areas, and lots near former industrial land all carry particular risks. Toronto has significant areas of fill material from past development activity, and building on fill requires engineered foundations that add cost. The Toronto and Region Conservation Authority (TRCA) has jurisdiction over lots within regulated areas near ravines, valleys, and watercourses — a TRCA permit may be required before you can build, and TRCA setback requirements can substantially reduce your buildable envelope.

For many infill lots, zoning compliance is achievable as-of-right — meaning the home you want to build meets the zoning requirements without needing any special approvals beyond the standard building permit. But a significant proportion of infill projects in Toronto require some form of planning approval, either because the proposed building exceeds the as-of-right permissions or because the lot itself was created through a severance that requires approval.
The most common planning approval for single-lot infill is a minor variance application to the Committee of Adjustment. Minor variances are used when your proposed building complies with the general intent of the zoning but deviates from one or more specific numeric requirements — a side-yard setback that is 1.2 metres instead of the required 1.5 metres, for example, or a building height that is 9.5 metres in a zone that permits 9 metres.
The Committee of Adjustment meets regularly and decisions are generally issued within 60–90 days of application. Contentious applications — particularly those involving significant massing increases or neighbourhood opposition — may be refused or sent back for revision.
If you are creating a new infill lot by severing the rear portion of an existing property, you need a consent application (commonly called a severance) through the Committee of Adjustment as well. Severances are assessed based on whether the new lot meets zoning requirements, whether the existing lot after severance continues to meet zoning requirements, and whether the severance is consistent with the character of the neighbourhood. The process typically takes 3–6 months and involves conditions — such as registering the title transfer within a set period — that must be fulfilled before the severance is final.
Once planning approvals are in place, a building permit application is filed with the City of Toronto Building Division. For a new custom home, this requires architectural drawings, structural drawings, mechanical, electrical, and plumbing drawings, and an energy compliance submission under the Ontario Building Code.
