The Toronto building inspection process: what happens at each stage

A contractor's walkthrough of every mandatory inspection, what the Building Division actually looks for, and how to avoid the delays that push projects weeks off schedule.

Why inspections exist — and why they matter to you

The Toronto Building Inspection process is not red tape designed to slow down your project. It is the mechanism by which the City verifies that the work being done inside your walls, under your floors, and above your head actually conforms to the Ontario Building Code — the set of minimum standards that govern structural integrity, fire safety, energy efficiency, and occupant health. Every inspection is a checkpoint that protects the eventual occupant of that building, whether that is you, your tenants, or the family that buys your home fifteen years from now.

That said, understanding the process is genuinely useful for anyone undertaking a major renovation in Toronto. Not because you need to become an expert, but because a well-run project coordinates inspections proactively, and a poorly-run one treats them as afterthoughts. The difference, in our experience, can be three to six weeks of unnecessary schedule delay on a project that should have been straightforward.

After 25 years managing permitted construction across Toronto and the GTA, we have been through this process hundreds of times. What follows is a practical account of how it actually works — the sequence, the timing, what inspectors focus on at each stage, and what causes projects to stall.

Before the first inspection: getting your permit

No inspection can happen until a building permit is issued. The City of Toronto Building Division handles permit applications through its Toronto Building portal. For most residential renovation projects — additions, basement underpinning, structural alterations, new electrical panels, and any change to plumbing stacks — a building permit is mandatory under the Ontario Building Code Act.

The permit application requires drawings prepared to OBC standards. For projects of any real scope, this means architectural drawings stamped by a licensed designer or architect. Structural drawings, prepared by a licensed engineer, are required whenever the work affects load-bearing elements — which includes virtually all home additions, second-storey additions, and garage conversions. Energy efficiency compliance documentation (Part 9 of the OBC) is also required for most new construction and additions.

How long does permit approval take in Toronto?

This is one of the most common questions we get, and the honest answer is: it varies considerably. Toronto Building targets a 10-business-day review for most small residential projects (under the Simple Permit stream), but complex projects — additions, heritage properties, zoning-sensitive sites — routinely take 6 to 16 weeks. Projects that require Committee of Adjustment approval first (because they need a minor variance or consent) add another 3 to 5 months before the permit review even begins.

Permit fees in Toronto are calculated based on the value of construction. For residential projects, the current rate is approximately $17.26 per $1,000 of construction value, plus applicable flat fees by project type. A $300,000 kitchen and addition project, for example, would generate roughly $5,200–$7,000 in permit fees. These are paid when the permit is issued, not at application.

The permit must be posted on site. Once issued, the permit card must be displayed in a visible location at the job site throughout construction. The approved drawings must be kept on site as well, available for inspection at any time. An inspector who arrives and cannot locate the permit or drawings will typically not conduct the inspection — that is a wasted day and a rescheduled visit.

The mandatory inspection stages

The City of Toronto requires inspections at specific stages of construction. These are not optional — the Building Code Act requires that work not be covered until inspections have been completed and passed. The number and type of inspections depend on your project scope, but the following stages apply to most substantial residential renovation and addition projects.

Stage 1: Excavation and footings

For any project involving new foundations — additions, underpinning, new detached garages, or garden suites — the first inspection happens before concrete is poured. The inspector will verify that the excavation is to the correct depth and bearing capacity, that the footing forms are correctly dimensioned, and that any required reinforcing steel (rebar) is in place per the structural drawings. Pouring concrete before this inspection is a serious problem: it buries the work from view and typically requires breaking out and re-pouring the footing, which is expensive and weeks of lost time.

This inspection is also where any soil conditions that deviate from the geotechnical assumptions in the structural drawings get flagged. Toronto's soil varies considerably across the city — what you find in a North York basement is different from what you encounter near the Bluffs or in the old floodplain areas near the Don Valley. If the bearing soil is weaker than anticipated, your engineer will need to revise the footing design before you can proceed.

Stage 2: Foundation walls (before backfill)

For poured concrete or block foundation walls, an inspection is required after the walls are formed and poured but before backfilling begins. The inspector checks wall dimensions, placement, and where applicable the waterproofing and drainage membrane that protects the wall from hydrostatic pressure. Backfilling before this inspection — again — buries the work and creates the same problem as premature concrete pours. This inspection also typically covers the drainage tile (weeping tile) and sump pit installation.

Stage 3: Underground plumbing rough-in

Any new or relocated underground plumbing — floor drains, below-slab waste lines, basement bathroom rough-ins — must be inspected before the concrete floor slab is poured. The inspector will verify pipe sizing, slope (drain pipes must have a minimum grade of 2% toward the stack), material type, and cleanout locations. They may also require a water pressure test on the new lines.

This is one of the inspections most often missed on basement renovation projects, particularly when a contractor is adding a bathroom or wet bar below grade. Pouring the slab before this inspection means cutting it up later — an expensive mistake that also creates delay while the slab cures again.

Stage 4: Framing inspection

The framing inspection is the most comprehensive pre-cover inspection for most renovation projects. It happens after all rough carpentry is complete but before any insulation, vapour barrier, or drywall is installed. This inspection covers a large scope:

  • Structural framing: Stud spacing, header sizes over openings, beam sizes, bearing points, and any engineered lumber installations are checked against the structural drawings. This is where an inspector will catch a header that is undersized for its span, or a bearing wall that was removed without adequate transfer of load.
  • Rough-in electrical: The electrical rough-in — all wiring, boxes, and panel connections — is typically inspected at the same visit or a concurrent ESA inspection (see below). Junction box placements, wire gauges, grounding, and arc-fault protection are reviewed.
  • Rough-in plumbing above grade: All supply and drain lines in the walls and above the floor are inspected before the walls close. Pipe sizing, vent routing, and connection to the stack are verified.
  • Rough-in HVAC: Ductwork, gas lines, and mechanical rough-in are included. Fresh air supply, combustion air, and exhaust routing are reviewed for compliance with the Mechanical and Energy sections of the OBC.
  • Fire separations: For projects affecting fire separations between units or between attached garages and living space, fire-rated assemblies must be in place and visible for inspection before drywall.

The framing inspection is the one where an unprepared site will generate the longest list of deficiencies. A good contractor has everything coordinated — trades done, drawings on site, any deviations from permit drawings pre-approved — before calling for this inspection. We routinely do a pre-inspection walk of our own before booking the City, specifically to catch anything that an inspector would flag.

Stage 5: Insulation and vapour barrier

After framing passes, insulation and vapour barrier are installed, and a separate inspection is typically required before drywall. The inspector verifies that insulation values meet the OBC minimums for the assembly type (wall, ceiling, below-grade), that the vapour barrier is properly lapped and taped, and that any penetrations through the air barrier are sealed. On projects with spray foam insulation, the type and thickness are verified. Energy compliance documentation from the permit application is referenced here to confirm the installed assembly matches what was approved.

Stage 6: Occupancy inspection (for additions and new builds)

For projects that involve new habitable space — additions, garden suites, new homes — an occupancy inspection is required before the space can be used. This inspection is more holistic: it confirms that the space is substantially complete and that life-safety systems (smoke alarms, CO detectors, egress windows in sleeping areas) are in place and operational. For additions, this inspection often happens while the primary house is still occupied, so coordination matters. Deficiency lists from this inspection must be cleared before final.

Stage 7: Final inspection

The final inspection confirms that the project is complete in accordance with the approved drawings and the Ontario Building Code. The inspector will review exterior work (grading, drainage slopes away from foundation, decks and exterior stairs if applicable), interior finishes to the extent visible, and all installed mechanical and electrical systems in their final state. Any outstanding deficiencies from previous inspections must be resolved before a final will pass.

Passing the final inspection results in the issuance of a final permit card — the official record that the work was completed and inspected. This document matters: it is what you reference when selling the property, what your insurer may request, and what any future contractor needs to understand the as-built condition of the building.

ESA inspections: a parallel process

Electrical work in Ontario is governed not by the City of Toronto but by the Electrical Safety Authority (ESA), which operates independently under the Electricity Act. Any electrical work beyond simple fixture swaps requires an ESA permit pulled by a licensed electrical contractor, and ESA inspections happen on their own timeline — separate from the City's building inspection schedule.

ESA inspections typically occur at rough-in (before drywall) and at final (after all devices, fixtures, and the panel are complete). The City's building inspector and the ESA inspector may visit on different days, so your electrical contractor needs to coordinate their booking separately. A project where the framing is ready but the ESA rough-in has not been booked or passed is a project that cannot close its walls — a sequencing problem that causes unnecessary delay.

Heritage properties require additional review. If your property is listed or designated under the Ontario Heritage Act — and there are thousands of such properties across Toronto — any exterior alterations require a Heritage Permit in addition to a building permit. The Heritage Planning division reviews these separately. The timeline for Heritage review adds 6–12 weeks to the front end of a project on a designated property, and certain alterations will simply not be approved regardless of how the building permit application is structured. Know this before you finalize your design.

Inspection timelines and scheduling

Toronto Building currently operates with inspection wait times that average 2 to 5 business days from the time of booking for most residential inspections. Inspections are booked through the City's online portal or by phone. An inspector will arrive within a 4-hour window (typically AM or PM) on the scheduled day. Inspectors do not call ahead, and if the site is inaccessible when they arrive, the inspection is recorded as a failed visit — which means rescheduling and another wait.

The practical implication is that your contractor should be thinking about inspection scheduling not on the day they finish the rough-in, but 3 to 5 days ahead of when they expect to need it. On a well-run project, inspection bookings are made as soon as the prior stage clears, so that the wait time is absorbed during the work on the next stage rather than added on top.

What causes inspections to fail

Failed inspections — technically recorded as deficiencies requiring correction before a re-inspection — are not uncommon. In our experience, the most frequent causes fall into a handful of categories:

  • Work covered before inspection. This is the most serious category. Covering framing or underground plumbing before the City inspector has signed off requires the contractor to expose the work for inspection, which is costly and time-consuming. It can also trigger stop-work orders on the broader project. Never cover work that requires inspection, no matter the scheduling pressure.
  • Drawings not on site. Inspectors compare installed work to the approved permit drawings. If those drawings are not on site — left at the office, in the contractor's truck, or simply never printed — the inspector cannot do their job. This is an avoidable, embarrassing reason to fail.
  • Structural deviations without engineer approval. Substitutions in framing — a different beam size, a relocated bearing point, a modified header configuration — that were not reviewed and approved by the structural engineer before installation will generate a deficiency. The inspector is not in a position to approve structural substitutions; that requires a revised drawing or a letter from the engineer of record.
  • Incomplete rough-in at time of inspection. Booking a framing inspection before all trades have completed their rough-in — because one subcontractor ran behind schedule — generates a partial inspection that still requires a re-visit. It is better to delay the booking by a day than to invite an inspector to a site that is not ready.
  • Missing fire-stopping and air sealing. Penetrations through fire-rated assemblies — where electrical conduit, plumbing, or ductwork passes through a fire separation — must be fire-stopped with listed materials before drywall. This is commonly missed on projects where the trades did not coordinate, and inspectors have become increasingly rigorous about it in recent years.
  • Grading and drainage issues at final. The OBC requires that finished grade slope away from the foundation at a minimum 2% grade for the first 1.2 metres. On infill projects in Toronto where lot coverage is high, achieving this can be genuinely difficult, but it will be flagged at final if it is not addressed.

Re-inspections: cost and process

When a deficiency is noted, the inspector leaves a written notice (or records it in the online portal) specifying what needs to be corrected. The contractor corrects the deficiency and books a re-inspection through the same channel as the original booking. The City of Toronto charges a re-inspection fee starting at approximately $220 for the first re-inspection on a residential project, with higher fees for subsequent re-inspections on the same item. On a complex project that generates multiple re-inspections across several stages, these fees can accumulate to $1,000–$3,000 — on top of the delay cost and the cost of corrective work.

The reputational and practical cost of re-inspections is higher than the fee, though. Each re-inspection adds 2 to 5 business days to the project schedule. On a tight renovation timeline — particularly when a client is living out of their home or has a fixed move-in date — that time costs real money in extended carrying costs, rent, or temporary accommodation.

How a good contractor manages the inspection process

Managing inspections well is a core part of professional project management on a permitted job. It is not something that happens on its own. Here is what it looks like in practice:

  • Pre-construction inspection planning. Before a shovel goes in the ground, the inspection sequence for the project is mapped out. Every stage that requires inspection is identified, the approximate timing is estimated based on the construction schedule, and the inspection bookings are planned so that wait times are absorbed rather than added.
  • Pre-inspection site walks. Before calling for any City inspection, a competent site supervisor walks the work with the drawings in hand. Anything that would generate a deficiency is caught and corrected before the inspector arrives. This is not about gaming the system — it is about not wasting the inspector's time and not generating avoidable rescheduling delays.
  • Coordinating ESA and City inspection timelines. On projects with significant electrical scope, the ESA rough-in inspection and the City framing inspection need to be coordinated so they happen close together. Gaps between the two add dead time where the trades are waiting with no productive work to do on that particular scope.
  • Responding to deficiencies immediately. When a deficiency notice is received, correction is scheduled the same day. The re-inspection is booked immediately, so that the 2 to 5 business day wait begins at once rather than after the correction is complete. In practice, this means correcting the deficiency while simultaneously booking the re-inspection, even if the correction will not be complete until the next day.
  • Maintaining organized permit documentation. Permit cards, approved drawings, and inspection records are kept on site in a consistent location throughout the project. This sounds basic, but on a busy job site it requires active discipline.

A word on unpermitted work

Every few years we encounter a project where a previous owner had work done without permits. A finished basement with no record of inspection. A rear addition that does not appear on the building permit record. A knob-and-tube electrical panel replacement that was never pulled through the ESA. These discoveries are always uncomfortable, and they always cost money to resolve.

The path forward typically involves applying for a permit as if the work were being done now — which may require opening walls to expose rough-in work that was never inspected — or, in some cases, applying for a Zoning Certificate of Occupancy if the work predates current code requirements but was legal at the time it was built. The City of Toronto has a process for regularizing unpermitted work, but it requires the work to ultimately comply with current OBC requirements, which may mean upgrading or modifying what was previously installed.

The lesson for buyers: when purchasing a home in Toronto, ask specifically about permits for any renovation work done in the past 20 years. The City's permit records are searchable, and a real estate lawyer can conduct a title search that includes building permit history. Discovering unpermitted work after closing is a problem that falls entirely on the new owner.

Conclusion

Projects that treat inspections as an afterthought — booking them the day they are needed, ignoring the coordination between trades, covering work before it is signed off — tend to run behind schedule and over budget in ways that are entirely preventable.

Projects managed by contractors who understand the inspection sequence, coordinate it proactively, and treat the City inspector as a professional doing a legitimate job tend to run much more smoothly. The inspector is not your adversary; they are the third-party verification that the work being done meets the standard it is supposed to meet. Working with that system rather than around it is simply the right way to run a job.
